Kaveh Ofogh, M.D. – Founder and CEO
Dr. Ofogh is an internist and a visionary leader who has dedicated his professional career to correctional medicine since 1996 and has established a well-grounded reputable correctional health care program. His success has contributed to his recognition as an expert speaker on medical cost management strategies and medical legal issues in correctional settings as well as pertinent clinical topics in correctional settings at local, state, national and international conferences. Dr. Ofogh has also been the longest tenured speaker at the Virginia Association of Regional Jails (VARJ) conference for thirteen consecutive years and has enjoyed numerous other speaking engagements at the Virginia Compensation Board, Virginia Sheriff’s Association (VSA), National Commission on Correctional Health Care (NCCHC) and American Jail Association (AJA). He has published several articles related to correctional medicine in national journals and newsletters in the Correctional Healthcare Industry. Dr. Ofogh is well known for being personally available to MEDIKO staff and our Clients at all times.
Abraham Teklu MD, MPH, CCHP – Corporate Medical Director and Director of Utilization Management and Review
Dr. Teklu is Board Certified in Internal Medicine following his three year residency at the Marshall University School of Medicine followed by a one year fellowship in Geriatric Medicine at Virginia Commonwealth University. Dr. Teklu serves as MEDIKO’s Corporate Medical Director and will provide clinical oversight, leadership, and training for all MEDIKO clients. Dr. Teklu is a well known physician who brings twelve (12) years of correctional experience to MEDIKO. His correctional experience has been in the service of the Virginia Department of Corrections in various positions to include Regional Medical Director with private provider(s). Dr. Teklu understands the needs of our incarcerated patients and missions of the facilities in which we provide care. He is a member of the Academy for the National Commission on Correctional Health Care, the Society of Correctional Physician’s (SCP), and the American Correctional Association (ACA).
Alan Arikian, MD – Chief Psychiatrist
Dr. Arikian is a Board Eligible Psychiatrist who earned his M.D. at the University of Texas Medical School in 1985. He completed his internship at the Dartmouth Medical School and his psychiatry residency at the Medical College of Virginia in 1989. He has dedicated his professional career to correctional psychiatry in Virginia since 1994 and is a recognized expert in his field. He is a Certified Forensic Evaluator from the University of Virginia’s Institute for Law, Psychiatry and Public Policy. Dr. Arikian has extensive experience providing psychiatric services in Virginia Jails (Richmond City, Henrico, New Kent and Arlington County) as well as many VADOC confinement facilities. He has also testified in several high profile cases as a Psychiatrist Expert. Dr. Arikian joined the MEDIKO family in early 2015 after many distinguished years serving correctional facilities in Virginia.
Dennis Hughes, MPA, CCHP – Vice President of Operations
Mr. Hughes brings over 25 years’ experience in correctional health care with an additional 10 years’ experience in medical facility administration, holding positions such as Health Services Director, Assistant Administrator, Regional Vice President and Regional Administrator. Dennis completed his Bachelor’s and Master’s programs at VCU and began his career at VCU hospitals. While other opportunities took him away from our Commonwealth, Dennis is thrilled to return to Virginia. Dennis will oversee operations and serve as a liaison with key senior members of our clients to ensure client satisfaction. He will also ensure our resources are directed accordingly for implementation of contract support and programs.
Stephanie Anderson, RN – Regional Nurse Administrator
Ms. Anderson provides training, guidance and support to site nursing staff with focus on nursing protocols. Stephanie has worked as a nurse for 30 years with more than 20 years in the correctional environment where she has worked as a Mental Health Nurse Manager, Director of Nursing, and Health Services Administrator. She has provided clinical oversight to medical staff at jails – providing clinical supervision for over 40 nurses (as Director of Nursing) and responsible for day-to-day operations for a medical unit serving 1200 inmates (as Health Services Administrator). Stephanie has been responsible for preparing facilities for accreditation certifications. She created and monitored systems to ensure medical services were delivered efficiently and ensured staffing levels were maintained consistent with the contractual requirements.
Sterling W. Dale, Jr. (Duke), CPA – Corporate Controller
Mr. Dale began his accounting career almost 30 years ago after receiving his accounting degree from VCU. After a brief time in public accounting, Duke has spent the majority of his career serving as the Controller for various companies in the Richmond area. Duke oversees all aspects of MEDIKO’S accounting functions including treasury, financial reporting, implementation of process improvements, and design and implementation of internal controls. Duke also assists in the preparation and pricing of our contracts.
Stephanie Woodrum – Human Resources Manager
Mrs. Woodrum serves as MEDIKO’s Human Resources Manager. She is our primary HR business partner and oversees all human resources and administrative services including workforce development, employee engagement, benefits, and employee retention. Stephanie is solution-oriented with a focus on continuous improvement, service excellence, bottom line performance and employee satisfaction through corporate culture. As a strategic member of the executive team, she plays a vital role in coordinating the hiring, placement, and training of team members, and focuses on collaborating with client management to ensure seamless integration. She is a member of the American Society for Healthcare Human Resources Administration and the Society for Human Resource Management.
Mandi Hixenbaugh, MA, LPC, CAP – Director of Mental Health Services
Ms. Hixenbaugh has over fifteen years of experience in counseling, specializing in the addiction and recovery field with criminal offenders. Mandi has worked with individuals diagnosed with mental health disorders and substance abuse disorders in a variety of settings. Mandi was the Director of Treatment Operations of the largest non-profit drug and alcohol rehabilitation program in Palm Beach County Florida, providing executive level management to the program operations of 170 inpatient detoxification and rehabilitation beds and five outpatient clinics. She is a Virginia Licensed Professional Counselor and is certified as a Qualified Supervisor which authorizes her to train and supervise license eligible counselors during their residency. This provides MEDIKO with another great advantage as many QMHP’s in Virginia are not currently licensed.
Rhonda Hobson, CAP – Senior Executive Assistant
Mrs. Hobson serves as senior executive assistant to MEDIKO’s Founder and CEO Dr. Kaveh Ofogh. She is a seasoned administrative professional with 28 years of experience. Rhonda has an extensive background providing C-Suite level support and has held management and non-management positions in the legal, academic and business fields in the Central Virginia area. As a supporting member of the executive team, she plays a vital role in coordinating schedules, meetings, conferences, presentations and performing research and analysis. Rhonda is a Certified Administrative Professional, SharePoint Administrator, public notary, and has an Associate’s degree in Web Site Design and Development. She is a member of the International Association of Administrative Professionals. In addition to her professional duties, Rhonda was recently a hospice volunteer and Meals-on-Wheels volunteer.
Elton Blackstock – Client Relations
Mr. Blackstock is primarily responsible for Client Relations for MEDIKO and will serve as an excellent resource for the Jail. Elton has the ability to coordinate security needs with medical services and possesses the background and experience to assist in overcoming these challenges. His experience in jail operations also offers the insight to continually seek opportunities to cut cost while meeting the constitutional requirements of correctional health care operations. Mr. Blackstock is one of the past Presidents of the Virginia Association of Regional Jails.
